EFFIA wins the contract for the Saint- Etienne University Hospital

  • On July 16, 2024, the Saint-Étienne University Hospital (CHU) entrusted EFFIA, a subsidiary of the Keolis Group specialized in parking, with the management of its entire parking system for a period of 25 years. EFFIA will be responsible for project management for the construction of a parking silo as well as the expansion of surface parking lots.

  • EFFIA is a major player in hospital parking management, with 18 facilities under its management.

  • In recent years, more and more hospitals have chosen to delegate the management of their parking to ensure smooth access to the hospital for patients, visitors, staff, and other relevant professionals. In this context, EFFIA, alongside healthcare stakeholders, offers optimized and tailored welcome solutions to their needs, both for the design of parking facilities and their sustainable operation.

Energy efficiency, a key focus of EFFIA's initiatives

EFFIA's construction methods aim to be as energy-efficient as possible by using recyclable metal, low-consumption lighting with smart motion detection, and photovoltaic panels. For instance, the project at the Rouen University Hospital, which includes a 600 space expansion currently under construction, will be both sustainable through the recyclability of the metals used and by installing photovoltaic panels on the roof.

For the Saint-Étienne University Hospital, EFFIA will build an 846-space, three-level parking silo and develop and expand the surface parking lots in coordination with the expansion works of the hospital's North site. This construction will optimize the project's carbon footprint through a mixed steel/lightweight concrete construction method, offering a better balance compared to traditional structures. The new facility will be equipped with LED lighting with motion detection. The parking silo will be entirely covered with photovoltaic panels, as will part of the surface parking lots, providing electricity directly used by the healthcare facility.

Excellence: EFFIA enhances parking in hospitals

Parking is the first point of contact with the healthcare facility. Believing that parking should not be an additional source of stress, EFFIA designs its systems to facilitate the journey for all users (patients, visitors, staff, and service providers) by focusing on three main levers: implementing a balanced pricing structure to eliminate abusive use of parking and thus free up capacity; managing the flow of all stakeholders effectively to improve access speed for everyone; and making financial investments to fund capacity expansions, either on the ground or in structures, modernize facilities, and introduce additional services.

EFFIA's recent successes

In 2022, EFFIA won the contract for the parking facilities at the Rouen University Hospital, including project management for the expansion of the parking silo, as well as the contract for the Namur Hospital in Belgium. In 2023, EFFIA secured the parking management contract for the Roubaix Hospital and installed 21 electric charging stations.

More broadly, EFFIA is experiencing positive commercial momentum. In 2023, it renewed major contracts in Lille, Nantes Centre, and Vincennes, covering both on-street and structured parking. In 2024, Aix Marseille Provence Métropole awarded EFFIA the contract to manage five downtown parking facilities, totaling 2,636 spaces.

For hospitals, EFFIA manages the following:

  • Nord Franche-Comté Hospital - Belfort – 1,800 spaces

  • Alexandra Lepèvre Hospital, Dunkirk Hospital Center - Dunkerque - 895 spaces

  • Grenoble Alpes University Hospital - La Tronche – 3,618 spaces

  • Rouen Normandy University Hospital - Rouen – 2,961 spaces

  • Metz-Thionville CHR, Bel-Air and Mercy sites - Metz – 4,770 spaces

  • ZNA Psychiatric Hospital Stuivenberg - Anvers (Belgium) - 455 spaces
